Con devo max s’intende l’autonomia in materia fiscale e di spesa pubblica del parlamento scozzese – o di un altro parlamento, in un contesto analogo -, riservando al governo britannico le decisioni di politica estera e difesa.
L’abbreviazione devo non è molto comune, mentre max compare frequentemente come avverbio e in espressioni come to the max e max out:

Il background della vicenda
La devolution in Scozia è nata in seguito al referendum del 1997, mentre la costituzione del Parlamento scozzese con sede a Edimburgo risale al 1999. Eletto nel 2011, il governo guidato dallo Scottish National Party raggiunse un accordo con il governo britannico per indire un referendum sull’indipendenza della Scozia. I cittadini scozzesi sono stati chiamati ad esprimersi alle urne il 18 settembre 2014 e la maggioranza ha detto ‘no’ all’indipendenza.
La possibilità di devo max non faceva parte del referendum, e rimane da vedere se le trattative future tra i partiti politici britannici e tra i governi scozzese e del Regno Unito porteranno davvero a una forma di devo max (anche detta independence lite, indipendenza leggera) oppure a un’altra forma di autonomia di portata minore.

Devo max is the idea that the Scottish (or another) parliament should have the power to set its own tax and spending, leaving only foreign policy and defence to be decided at UK level.
Devo is not much used on its own, but max is commonly used as an adverb, as well as in expressions such as to the max and max out:
I’ll be gone for thirty minutes max.
She maxed out her credit card on a huge spending spree.
I’m living my life to the max.
Background
Devolved government in Scotland was created following a referendum in 1997, with the Scottish Parliament in Edinburgh being created two years later. The SNP (Scottish National Party) government elected in 2011 negotiated with the UK government to hold a referendum on Scottish independence, which was held on 18 September 2014 and won by those opposed to independence.
The possibility of devo max was not included in the referendum. It remains to be seen whether the forthcoming negotiations among the UK political parties and between the Scottish and UK governments will indeed lead to devo max (sometimes called independence lite) or to a degree of autonomy that stops short of that.
