Difficile da credere, ma una volta, neanche tanto tempo fa, per fare una telefonata si usava il fisso di casa o, se si era per strada, una cabina telefonica. Se avevi bisogno di sapere dove si trovava una certa località guardavi una cartina, per prenotare una vacanza andavi all’agenzia di viaggi e per saperne di più su un argomento consultavi un tomo della biblioteca… Eh sì, a quei tempi il Web non era ancora stato concepito.
Più facciamo affidamento sulle molteplici funzionalità dei moderni cellulari più diventa fastidioso, addirittura insopportabile, constatare che questi straordinari apparecchi non funzionano semplicemente perché non c’è copertura per il nostro operatore o perché il segnale è debole. Nel Regno Unito, così come in molti altri Paesi, i cellulari di certe reti mobili prendono bene in date zone ma non in tutte e nessuno prende bene dappertutto: questa situazione, nell’era della connettività 24 ore su 24, non è più considerata accettabile. Da qui il recente tentativo da parte del governo britannico di convincere, o nel peggiore dei casi di obbligare, gli operatori di telefonia mobile a trovare una soluzione, e in fretta. La possibilità di mettere in piedi una sorta di roaming nazionale, che consenta agli utenti di passare da un operatore all’altro – quello che offra la copertura migliore in una data zona – è stata accolta con disgusto dalle telco (telecommunications operators, operatori di telecomunicazioni). E all’interno del governo stesso c’è chi si oppone alla creazione di un sistema di roaming nazionale perché questo renderebbe più difficile rintracciare o individuare criminali e terroristi e metterebbe dunque in pericolo la sicurezza nazionale.
Per il momento la situazione è questa: se abiti, lavori o ti capita di passare in un notspot, tanto peggio per te. Chissà, se sei fortunato magari trovi ancora una cabina telefonica che funziona…

Incredible as it may seem, there was a time not so very long ago when to make a phone call you either used a landline in your home or a call box. If you wanted to know where something was you looked at a map; if you wanted to book a holiday you went to a travel agent’s; if you wanted to find something out you went to the library and looked it up in a book, and the Web was just a twinkle in the eye of Tim Berners-Lee.
The more we grow to rely on what our phones can do, the more frustrating it becomes when they refuse to work simply because there is no signal or inadequate signal on our provider network. In many parts of the UK, as elsewhere, phones on different networks work well in different places but none work well everywhere, and in the age of 24/7 connectivity this is no longer considered acceptable. Hence attempts by (some parts of) the UK government to persuade, cajole or in the last resort force the phone companies into finding a solution, and fast. Suggestions that users could simply pass from one provider to another as they move around, as happens when you take your phone abroad, have been greeted with disgust by the phone companies and horror by other parts of the government, who argue that such a system would make tracking terrorists and criminals much more difficult and thus threaten national security.
And there for the moment the matter rests. If you live, work or just happen to be passing through a notspot, tough luck. Perhaps you could try looking for a call box.
